Health Care: Increases cigarette tax rate; requires Division of Alcoholic Beverages & Tobacco of DBPR to certify monthly to CFO amount of net collections derived from cigarette tax; requires division to credit specific percentages of total base allocation to specified trust funds & entities; requires H. Lee Moffitt Cancer Center & Research Institute to use funds to secure bonds or financial products for cancer research, treatment, & related facilities; directs moneys to be deposited into Lawton Chiles Endowment Fund from specified sources; requires James & Esther King Biomedical Research Program to appropriate specified percent of program's annual funding to expand research conducted on tobacco-related illnesses; increases amount of funds allocated to Florida Center for Universal Research to Eradicate Disease; expands purpose of Bankhead-Coley Cancer Research Program; requires APD to apply specified revenues to fund caseload growth; designates rural hospitals for cigarette tax revenues for capital improvement projects; provides Primary Care Access Network & health centers & clinics program requirements for AHCA; subjects inventory on effective date of act to increase in taxes; repeals provisions relating to Florida Cancer Council.
