HB 11 - Cigarette User Fees
GENERAL BILL   by Waldman (CO-SPONSORS) Brisé; Bullard; Fitzgerald; Heller; Homan; Jenne; Kiar; Kriseman; Long; Nehr; Pafford; Rader; Rehwinkel Vasilinda; Robaina; Roberson, Y.; Rouson; Sachs; Schwartz; Skidmore; Soto; Steinberg; Taylor, P.; Thompson, G.; Thurston; Williams, A.
Cigarette User Fees: Replaces all references to cigarette tax in ch. 210 with cigarette user fee; increases amount of cigarette user fee; requires Division of Alcoholic Beverages and Tobacco to monthly certify to CFO amount of net collections derived from cigarette user fee; requires division to credit specific percent of total base allocation to specified trust funds, entities, & medical programs; requires amounts credited or transferred from Cigarette Tax Collection Trust Fund to be adjusted in proportion to corresponding reference year allocation; provides formula for calculating maximum total supplemental allocation; specifies requirements for use of funds for cancer facilities & research conducted on tobacco-related illnesses; increases amount of funds allocated to Florida Center for Universal Research to Eradicate Disease; extends specified expiration dates; specifies requirements to expand cancer research & treatment; requires program grants for recruitment of cancer researchers & research teams to institutions, operational start-up grants for newly recruited researchers & research teams, & fixed capital outlay expenditures; extends specified expiration dates; requires DOH to report to Governor & Legislature estimate of financial impact of tobacco use & related illnesses on economy & taxpayers.
